Google Search Wiki Launched: Review

Google launched SearchWiki today. Customized google search gives you ability to re-rank pages, put notes or add links that are not visible to google.

You can be sure its visible to Google, just not visible in Google (by default). When asked if SearchWiki results could ever effect Google results, another blog quoted a Google employee as saying something to the effect of they would not rule out the possibility.
